中国、新西兰本科毕业生毕业当年7月入读澳洲名校硕士

　　澳洲的大学是每年3月和7月开学，而中国和新西兰的本科是在6月底结束。

　　以前澳洲大学只有再看到学生的学士学位证书的公证件或者原件才能发一个叫做eCOE的重要文件，只有获得这份文件，才能获得澳洲的学生签证。但中国的学士学位要到7月初才能发出，在做公证，然后寄过去，已经不太可能赶上当年7月的澳洲入学。

　　对于那些在新西兰读大学本科的毕业生来讲，这个问题更加严重，因为新西兰的大学学士学位要到毕业当年的9、10月份才能发出。所以一直以来，很多学生只好拖到下一年的3月入学，浪费了半年的时间。

　　在启德教育的努力下，从2005年起，这个问题基本得到了解决。主要是2个方案：

　　方案一、一是在毕业当年的4月份递交普通签证，在预评估过后，学士证书一发下来马上做公证，因为启德教育是澳洲大学的指定代理，可以由启德教育见证这些材料，连同交学费的汇票一起传真给学校，学校就可以发出eCOE。这个方案尤其适合例如悉尼大学这样的大学。

　　方案二、2004年7月，澳大利亚引入了电子学生签证，这就产生了第二个方案——使用电子签证。但是有一个关键的问题是电子签证需要在递交的时候就有eCOE，几经努力，一些澳洲名校，例如墨尔本大学、蒙纳士大学、麦考瑞大学、阿德雷德大学等同意如果是启德教育的学生，可以满足一定条件的情况出具eCOE，例如以下是墨尔本大学关于此问题的规定。这样，学生就可以在完成所有本科课程的情况下就递交电子签证，争取了时间。

　　The following eligibility criteria and procedures have been developed to enable the University of Melbourne to assist students obtain their student visas within the tight time restraints imposed by DIMIA without comprising the university's quality assurance and compliance requirements.  These procedures will be implemented on a trial basis for semester 2 2005.

Eligibility:

　　A COE can be issued to students from China, on request, who have been made a conditional offer for second semester if they meet the following criteria:

　　    * Application is being managed by an agent

　　    * Applicants have met the English language requirements

　　    * Applicants have received an offer only conditional upon meeting the academic entry requirements.

Procedures

A)  An applicant, who has been made an offer conditional only upon meeting the academic entry criteria, can apply for a "conditional" COE via an approved agent by submitting:

　　1) a request for a conditional COE;

　　2) a completed acceptance agreement form;

　　3) OSHC payment;

　　4) $500 refundable deposit.

　　An Agent should only request a conditional COE if the student is likely to meet the conditions of offer.

B)  Agent must create the COE.  International Admissions will approve the COE.

C)  Student is sent a letter with the deposit receipt that details:

　　a. his/her obligation to pay the balance of the tuition fees and ASF as soon as he/she is in receipt of an unconditional offer (ie prior to enrolment) or otherwise COE & visa is cancelled

　　b. refund arrangements if conditions are not met.

D)  Student completes student visa application process.

E)  Agent forwards final results and official degree certificate as soon as they are available no later than 9 July. International Admissions issues an unsuccessful or unconditional offer letter.  If results are not received by this date the COE will be immediately cancelled.

F)  If student meets conditions he/she must pay outstanding balance immediately.

G)  If student fails to meet conditions the COE is cancelled immediately and deposit & OSHC is refunded.
